Franklin Parish formed in northern Louisiana in 1839 and named for Benjamin Franklin. The parish seat is Winnsboro with about 5,150 residents. The entire county has a population of around 21,000. The Franklin Parish Courthouse, pictured above, sits on Main Street (Hwy. 17) was constructed in 1951 on the site of a former bear hunting camp.
